Parking Services Manager

£41,967 to £45,692 p.a.

Full Time/Permanent, 37 hours a week

This is an exciting opportunity for someone with passion, drive and commitment to take civil parking enforcement (on and off street) in South Gloucestershire Council to the next level. The service is changing rapidly and in recognition of the opportunities this presents a new senior post, reporting direct to the Head of Safe and Strong Communities, has been created.

You will manage civil parking enforcement and bus lane enforcement across a geographically large area, and also be responsible for the Councils Park and ride facilities.

As part of the West of England devolution deal the Parking Services Manager will need to develop; compare; negotiate and implement appropriate strategic options to keep traffic in designated bus lanes flowing freely as well as managing foot patrols, the operation of two CCTV enforcement cars, and an appeals service.

You will have expertise in the legislative framework and regulations relevant to Civil Parking Enforcement and the enforcement of bus lanes. You will ensure that the Council's procedures and service are robust and meet all legislative requirements. This will involve regular liaison with officers in the council's Street Care service to ensure Traffic Regulation Orders, Parking Place Orders, marked lines and signs are correct, and that incorrect signage is urgently addressed.

You will need excellent management and leadership skills with an ability to inspire and lead your team whilst being able to communicate at all levels.

Applications are invited for this exciting career opportunity, managing day to day operational delivery of Islington Councils estate parking control service.

The Estate Parking Section is a small, busy team within Central Operational Services, in the councils Department of Housing and Adult Social Services. The team co-ordinate all aspects of estate parking management, covering a wide-range of duties. Responsibilities include contract administration and monitoring, investigating and responding to parking appeals, co-ordinating signage and ground markings maintenance and repairs, managing the estate abandoned vehicle removal service, maintaining a public enquiry service and producing performance indicators.

The role requires practical understanding of service delivery in a social housing context, with high standards of customer care. Applicants will have experience of local authority staff supervision, with strong IT and communication skills. You will have managed a parking control and enforcement service or contract, with all relevant leadership abilities. 

We are looking for someone who will be creatively and enthusiastically involved in developing the estate parking control service, in line with the council’s customer transformation objectives.     

This is a Fixed Term post until 1st February 2019, to cover a vacancy due to the normal post holder’s secondment. The workplace is on Upper Street, in central Islington.
