Associations join forces to produce Charter for driving instructors and car park operators

The British Parking Association (BPA) and the Driving Instructors Association (DIA) have joined forces to produce a Charter for driving instructors and car park operators so that learner drivers are able to gain access to car parks to develop their parking skills.

The Charter will ensure that the right balance is achieved between being fair to instructors and learners as well as ensuring facilities are managed effectively.  Potential pitfalls exist in ANPR cameras sites as this technology does not distinguish between normal activity and drivers under instruction, for example.  However, the Charter should alleviate confusion as BPA members that sign up to it will provide a list of suitable car parks so that instructors can choose where to conduct their training.  In addition, approved driving instructors are professional trainers able to manage and mitigate the learner's manoeuvres within the car park using their dual controls.

The benefit to learner drivers is that they are able to develop driving skills in tight spaces as well as negotiating one-way systems, and this additional training in navigating a parking area will hopefully reduce damage to their own vehicle or other people’s vehicles and property in the future.  Practicing these skills is seen as essential to building confidence and familiarity with parking in general.  In related ways, learners can use it as an opportunity to learn how to report damage to their car or to another vehicle whilst in a car park. 

Carly Brookfield, Chief Executive of the Driving Instructors Association said: “The DIA is excited about the opportunity to partner with BPA and work to raise the barriers to learning, helping deliver the next generation of safer parkers.”

Kelvin Reynolds, Director of Corporate and Public Affairs said: “One of our objectives is to better educate motorists about parking and we are pleased that parking is now included as a practical element of the driving test.

“Our partnership with DIA and the Charter shows our support for learner drivers by ensuring car parks are available for education and training purposes.”

The Charter will help car park operators to provide a safe environment for learners to gain knowledge about car park use, including the terms and conditions for parking, and operating models such as ANPR or pay and display. This creates an opportunity to inform learner drivers about car park management and the potential penalties for contravening the terms and conditions of use.

Other benefits for learner drivers include knowing the security options available to them and their vehicles; how, when and where to report safety concerns about the car park; how to choose the safest parking; and information about the Safer Parking Scheme’s Park Mark award. This knowledge can result in more efficient journeys as people learn the importance of planning their journeys, including where they are going to park.
